Citrus Heights was way out in the country in the early 1900s, too far from Sacramento to receive government provided services like fire protection and road maintenance. So local citizens took it upon themselves to provide these and other social and civic services. In 1923, they formed the Citrus Heights Community Club to take care of the needs of the community. In 1928, they purchased the original Sylvan Schoolhouse, moved it ¼ mile south to Sylvan Road (where it still stands today) and used it as their headquarters for the next 60 years.
